For this assignment the learner will be proposing a program evaluation to the leadership team of Black Street Early Childhood Center. The goal of this proposal is to ensure that parents and staff both have the proper steps to register their children for school. According to the findings of The W.K. Kellogg Foundation (2004);

“An effective program evaluation does more than collect, analyze, and provide data. It makes it possible for you-program stakeholders- to gather and use information, to learn continually about and improve programs that you operate in or fund”.

For the learner, there are several steps that need to be taken to properly strategize a plan of operation for the successful enrollment of a child. These steps include making sure parents’ have and complete the necessary documentation. The specific dates that testing will be held. Letting parents know that children will be tested, and sending home acceptance and non-acceptance letters. This proposal if accepted will be the team’s guide once the enrollment process is started.

            Enrolling a student for the first time can be an overwhelming process for some parents. Many parents’ are about to allow their children to leave their care for the first time. As educators, the goal should be to make this process run as smoothly as possible. For the learner, many parents’ will have questions that they may feel need answers. The purpose of having a leadership team would be to make sure the team is in place and able to answer any questions the parent may have.

            The issue with this process is that there are times when staff is not prepared to handle all the questions or concerns that parents are having. The purpose of the flowchart is to give staff members that are a part of the leadership team the opportunity to see in detail the proper steps that will be taken to ensure that the new students and their families are not leaving the school with any unanswered questions or concerns. According to the article, “Great Kids” (1998-2016);

“For many children, preschool is their first experience in a structured setting with teachers and groups of children. It’s an opportunity to learn to share, follow instructions, and begin the foundation for learning that will occur in elementary school”.

            For the learner if the leadership team works together as a team; any issues that may arise with regard to preschool can and will be handled in a successful manner. At the end of the testing process, the team will meet again to do an evaluation of the effectiveness of the process that has been implemented. Effectiveness is defined as; the extent to which the observed outcomes of a program are consistent with the intended objectives, (McDavid, J.C., Huse, I., & Hawthorn, L.L. (2013). It is the intended goal of this proposal to make sure that the staff, parents, and their children have the necessary resources needed to make sure the preschool program is successful.
